To provide safe, decent, sanitary housing for assisted families at or below 80 percent of median income. Our tools are the Housing Authority's existing housing stock, private rentals under the Section 8 Programs that meet HUD Housing Quality Standards, and income-producing real estate ventures. Additionally, we are dedicated to helping our clients achieve self-sufficiency including realizing the American dream of homeownership. The Housing Authority also provides a variety of other programs such as education, recreation, anti-drug programs, job training, small business development, community organization and others that are designed to help residents of public housing achieve self-sufficiency and economic independence. |

El Paso Credit Union Affordable Housing, LLC, provides accessible low-cost program mortgage loans, in partnership with the Housing Authority, HUD, El Paso Empowerment Zone, the City of El Paso, and others. Through a network of local credit unions, El Paso Affordable Housing Credit Union Service Organization (CUSO) provides services including: financial education, housing counseling, credit counseling, foreclosure prevention assistance, pre- and post-homeownership education, and information on predatory lender practices, focusing on serving the low-income community. |

In El Paso, as in many urban communities across the nation, crime and disorder clusters in a small number of neighborhoods throughout the city. Five specific neighborhoods that experienced high crime, low income, and low employment rates were targeted for this project because their crime rates were significantly higher than those in other areas of the city. A COPS Distressed Neighborhood Program grant supported the hiring of six police officers. This allowed formation of a special problem solving team, called the Community Action Team, to work directly with residents to improve neighborhood conditions. As a result, the project achieved improvements in services, the appearance of the neighborhoods, and police-community relations.
