The purpose of Education Service Center (ESC)-Region 19 is to aid teachers and administrators in the El Paso area in their role as educators of our children. We are one of twenty regional service centers located throughout the state that function as a link between the districts and charter schools they serve and the Texas Education Agency (TEA) in Austin, the administrative unit of Texas’ public education system.

The El Paso ISD offers the transitional bilingual education program at the elementary level, with instruction of content in Spanish. The goal of the transitional bilingual program is to transition the Limited English Proficient (LEP) students into the mainstream curriculum as they are acquiring the academics in Spanish. They are learning the English language as well. At the middle and high school, the district offers English for Speakers of Other Languages (ESOL) in the form of LAMP and HILT, respectively. Instruction is delivered in English with second language learning strategies to make it comprehensible.

The La Fe Preparatory School is a small campus with 96 students in Pre-Kindergarten-1st Grade. We will add one grade each year until we reach the school’s full capacity of 224 students in PK-5th grade.
